Scope

Strategic action plan linking municipal capital investment priorities to a credible, sequenced revenue enhancement pathway — with implementation triggers, monitoring indicators, and a clear hand-off to participating municipalities.

The Challenge

Municipal development plans and revenue strategies are often drafted on parallel tracks — capital investment ambition on one side, revenue capacity on the other — with no honest reconciliation between the two. The result is plans that promise infrastructure the revenue base cannot sustain.

Our Approach

How the engagement was structured.

  1. Stage 01Investment Mapping

Inventory of stated capital priorities, donor commitments, and infrastructure gaps — producing a single ranked investment pipeline with cost and phasing.

  2. Stage 02Revenue Capacity Modelling

Realistic, scenario-based projections of own-source revenue under different reform intensities — with explicit assumptions surfaced for political review.

  3. Stage 03Action Plan Sequencing

Reform actions sequenced against political windows, capacity constraints, and the cash flow needed to underwrite the investment pipeline.

  4. Stage 04Indicators & Monitoring

A monitoring framework with quarterly indicators that allow municipal leadership to track whether the plan is being delivered — and to course-correct early.

  5. Stage 05Stakeholder Endorsement

Structured consultation with municipal leadership, donors, and oversight institutions to convert the plan from a document into a shared commitment.
