Working with municipal legal officers to align registration procedures with national land law and existing by-laws, producing a defensible legal basis for every record entered.
- Stage 02Field Enumeration at Scale
Door-to-door enumeration using KoboToolbox on GPS-enabled mobile devices, with trained local enumerators, daily QA cycles, and dispute-resolution protocols built into the workflow.
- Stage 03GIS Cadastre Construction
Every enumerated parcel digitized, geo-referenced, and joined to the property record — producing a parcel-level GIS layer integrated with the registry database.
- Stage 04Valuation & Revenue Linkage
Valuation rolls produced and linked directly to the billing system, closing the gap between 'who owns what' and 'who is billed for what.'
- Stage 05Institutional Handover
Municipal staff trained on the registry, GIS, and update procedures — with operational manuals and continuing-coaching arrangements to sustain the system beyond project closure.
